From a Sick State to a Global Power: Yogi Government’s ‘Viksit Uttar Pradesh – Samarth Uttar Pradesh @2047’ Vision

Viksit UP–Samarth UP @2047’ Vision includes three missions are Inclusive Development, Economic Leadership, and Cultural Renaissance and three themes are Economic Power, Creative Power, and Life Force.

Under the leadership of CM Yogi, the Uttar Pradesh government is preparing a concrete plan. They aim to make the state developed and strong by 2047. This vision is called “Viksit Uttar Pradesh – Samarth Uttar Pradesh @2047.” The plan is based on three missions and three themes. The three missions are Inclusive Development, Economic Leadership, and Cultural Renaissance. The three themes are Arth Shakti (Economic Power), Srijan Shakti (Creative Power), and Jeevan Shakti (Life Force).

CM Yogi Adityanath believes that in the next 22 years, UP can build a global identity. This can only happen if it focuses on future-oriented industries. For this reason, the government is giving special attention to Artificial Intelligence (AI), Biotechnology, Green Energy, and Agritech.

Along with this, the government is preparing the industrial framework for the future by focusing on 12 major sectors. It includes agriculture, industrial development, IT and emerging tech, health, and education. It also covers social welfare, urban and rural development, sustainable development, livestock, tourism, infrastructure, and security-governance. The economic target of this roadmap is to make the state a 1 trillion-dollar economy by 2030. Additionally, they aim for a 6 trillion-dollar economy by 2047. This aim looks very ambitious. 

Challenges Before 2017

Before 2017, UP was among the “BIMARU” (backwards) states. Inadequate security, an unsafe environment for investment, and lack of modern infrastructure decreased investor confidence. The absence of skill development discouraged investors further. The police were ineffective, and there was no smart monitoring system. Law and order remained loose. As a result, both industries and jobs remained stagnant. Most entrepreneurs shifted their businesses to other states.

2017 to Now: A New Era of Governance and Security

After 2017, the Yogi government brought large-scale improvements in law and order. Police recruitment, modernisation, and smart surveillance networks improved conditions. Command-and-control centres and strict action against criminals have completely changed the state’s security environment.

Initiatives like “Operation Conviction” increased the conviction rate, creating a sense of trust among investors. This directly boosted industry and trade. Consequently, Uttar Pradesh became a secure hub for investment. That is why, in the UP Global Investors Summit 2023, leading national and international companies proposed investments worth more than ₹45 lakh crore. Out of this, projects worth about ₹15 lakh crore have already started on the ground.

Global Capability Centres and Tech Investment

The state has launched a Global Capability Centre (GCC) policy to develop cities like Noida and Lucknow. This aims to make them new hubs for international companies. The aim of this policy is to attract Fortune 500 companies. Consequently, high-paying jobs, R&D, data analytics, and cybersecurity services can grow in the state.

The government is offering land, tax benefits, and infrastructure support. This has strengthened the trust of both domestic and foreign investors. This policy is turning Uttar Pradesh into a growing centre of technology and innovation.

New Economic Options of Uttar Pradesh

UP is now building its economy around future industries along with traditional sectors.

  • Artificial Intelligence (AI) will improve productivity.
  • Renewable energy and green technology will create new manufacturing clusters and jobs.
  • Biotech and health-tech parks will make the state a hub for pharma and medical research.
  • Agritech and vertical farming will increase farmers’ income and strengthen the rural economy.
  • Quantum, cybersecurity, and metaverse industries will fulfill future economic needs.

Path to a 6-Trillion-Dollar Economy

Experts believe that high-value services, green manufacturing, and agritech reforms will push Uttar Pradesh towards a 6 trillion-dollar economy.

  • IT and AI hubs will boost service exports.
  • Renewable energy and e-mobility clusters will speed up manufacturing and exports.
  • Agri-based processing will strengthen the rural economy.
  • Biotech and medical R&D will open new specialised jobs and export opportunities.

Employment Generation

The central focus of the Yogi government’s vision is job creation.

  • Global Capability Centres and IT hubs will provide lakhs of high-paying jobs.
  • Renewable energy, smart city infrastructure, and supply chain projects will create medium and low-skilled jobs.
  • Agritech and cold chain networks will provide employment in rural areas and reduce migration to cities.
  • Skill development programs and private partnerships will make this employment roadmap practical and effective.

The Future Direction

Uttar Pradesh aims to become a 6 trillion-dollar economy by 2047. For this, the state will need to maintain a growth rate of 16% every year. Private and public investment, cluster-building, human resource development, and a safe investment environment will remain key drivers.

If this strategy succeeds, the per capita income of the state will rise significantly. Uttar Pradesh’s contribution to the national economy may reach 20%.

Thus, the Yogi government’s vision is not just an economic plan. It is a blueprint for the future to transform UP into a prosperous, self-reliant, and globally recognised state.
