On Tuesday (September 2), the Yogi government approved several major decisions related to outsourcing employees in its cabinet meeting. Now, recruitment of outsourced staff in government departments will be done under the supervision of the government through a corporation.
Employees will get better salaries, facilities, and a transparent hiring process. The meeting also cleared proposals to promote investment in the electronics sector and to start e-bus services in Lucknow and Kanpur.
New System for Outsourced Recruitment
The cabinet has decided to set up “Uttar Pradesh Outsource Service Corporation Limited” to recruit outsourced staff in the state. This corporation will handle appointments in government departments. Now, instead of private agencies, the government itself will oversee hiring.
Written tests and interviews will be mandatory. Applications will be received via the GEM portal, and final merit lists will be sent to respective departments. Appointments will be made for three years with the option of renewal.
Salaries and Benefits
The new system will ensure that outsourced staff receive a monthly honorarium of ₹16,000 to ₹20,000. Salaries will be credited between the 1st and 5th of every month. Employees will also get social security benefits like PF and ESIC. Women staff will be entitled to maternity leave similar to that of government employees. It has been clarified that permanent posts will not be filled through outsourcing, but only via the regular recruitment process.
Budget and Recruitment Growth in UP
The outsourcing employees’ budget has risen nearly threefold in the last six years. In 2019–20, it was ₹684.19 crore, and by 2025–26, it will reach ₹1,796.93 crore. Earlier, tenders were floated on GEM, and agencies hired workers. Due to complaints, this responsibility will now shift to the new corporation to ensure transparency and safeguard employee interests.
Boost to Electronics Investment
The cabinet has also approved the policy of the Electronics and IT Department to promote the production of 11 key electronic components over the next six years. Under this policy, investors will receive subsidies and other incentives. The state has set a target of attracting $500 million in investment over five years, half of which will come to Uttar Pradesh. This will reduce India’s dependence on China and increase exports.
E-Bus Services in Lucknow and Kanpur
The Urban Development and Energy Minister approved the operation of new e-buses for Lucknow and Kanpur. Under the plan, luxury electric buses will run on 10 routes in each city for 12 years. Private operators will manage services on a net cost basis. The government will provide charging facilities and licensing, while fare structures will be fixed by the state. Initially, one bus will run on each route, with numbers increasing later.
Comprehensive Reforms for Growth
The Yogi government has introduced major reforms to protect outsourcing employees’ rights, provide better pay, and ensure transparent hiring. At the same time, electronics sector investment and e-bus projects have been approved to drive economic and urban growth. These steps mark significant progress towards employment generation, ease of services, and overall development of the state.
